河南黄河工程局是黄河系统一支大型综合性机械化施工队伍，现为国家水利电工程施工壹级、公路桥梁工程壹级施工企业，注册资金5362.1万元，固定资产总额80523万元。河南黄河工程局始建于1958年，重建于1978年，原主要从事黄河防洪基建工程施工和防汛抢险任务。20年来，全局员工弘扬黄河精神，先后修建了黄河堤坝、滞洪闸等多项工程，多次参加了黄河较大规模的防汛抢险任务，为黄河的岁岁安澜做出了重要贡献，被誉为"黄河铁军"。改革开放后，在市场经济大潮的推动下，该局以市场为导向，以科技创新为动力，积极承揽社会工程，承建了河南沁河扬庄改道工程、郑州黄河公路大桥工程、山西晋阳高速公路等百佘项工程，其中优质工程38项，获国家、省部级科技奖19项，获得国家专利技术5项。混凝土预应力技术、地下水下基础施工技术在全国处于领先水平。目前该局已逐步发展成为一支可承担大中型闸、坝、桥、涵、隧、渠、渡槽、连续墙、基础处理、各等级公路、高层建筑、大型工业厂房、机械制造、设备安装、装饰装修、金属加工、河道疏浚以及防洪等各种专业的大型施工企业。
该局坚持以发展为主题，以经济建设为中心，积极开拓市场，深化改革，转变机制，加强管理，苦练内功，企业取得了长足的发展。施工规模不断扩大，施工领域不断拓宽，在小浪底水利枢纽工程建设中完成了多项重点项目，为小浪底工程建设做出了积极贡献。1997年，该局积极开拓西部建设市场，相继承揽了新疆调水工程和宁夏扶贫扬黄工程。去年，该局又走出黄河，跻身长江水利建设市场，承建的同马大真堤防渗墙工程，被建设单位评为优良工程。同时，该局加大改革力度，开展了以三项制度改革为突破口的各项改革工作，使企业向建立现代企业制度的目标迈进；加强了以提高经济效益为中心的各项管理工作，实现了"年年攀新高，岁岁创佳绩"的持续发展目标。 |

| Henan Huanghe Foundation Engineering Bureau is a large-scale comprehensive mechanized constructing team of Yellow River system with registered funds 53.621 million and fixed asserts 805.23 million yuan, which is the grade-one enterprise of national water and electric projects and highway bridge projects construction. The bureau was founded in 1958 and was rebuilt in 1978, mainly undertaking the construction of Yellow River flood-preventing foundation projects and tasks to prevent flood and deal with the emergency. In the past 20 years, all the staff with the spirit of Yellow River successively built several projects of the dam of Yellow River, flood detention gate and etc, took part in large-scale flood-preventing tasks for several times and made great contribution to the safety of Yellow River. Thus, they are named as " the iron team of Yellow River". After the reform and open policies was put into effects, the bureau takes the market as guide and technology innovation as motivity, actively undertakes the social projects and hundreds of projects: the route diversifying projects of Henan Bihe Yangzhuang, Yellow River highway bridge project in Zhengzhou, freeway in Jinyang of Shanxi province and etc. These projects include 38 high-quality projects, 19 national and provincial scientific and technical awards and 5 national patents, and its technology of concrete prestressing force, underground and underwater foundation constructing technology belong to the leading level. At present, the bureau has gradually developed into a large constructing enterprise which can undertake the professional projects of large and medium flood gate, dam, bridge, tunnel, trench, specus, continuous wall, foundation disposal, highway of various grade, high buildings, large industrial workshop, machine manufacture, equipments installation, decoration and fitment, metal processing, riverway dredging-up and flood prevention. |

The bureau insists on the topic of development and the center of economy building, actively develops the market, deepens the reform, changes the mechanism, strengthens the management, and gains the long development. It continuously enlarges the constructing scale and widens its constructing field. Therefore, the enterprise has completed several key projects in the water conservancy hinge construction of wavelet bottom projects, which makes great contribution to wavelet bottom projects construction. In 1997, the bureau actively exploited westen construction market and successively undertake the water diversion project of Xinjiang and economy aid project of Ningxia; in the last year, the bureau has stepped out and ascended in the Changjiang River water conservancy construction market and undertake the leakage preventing wall project of Dazhen dam in Tongma, which was chose as the excellent project by the constructing units. Meanwhile, the bureau strengthens its reform, develops the reform work which takes three systems reform as break point, and enables the enterprise to stride forward to the goal of founding modern enterprise system; strengthens all the managing work centralizing in increasing economic profits and realizes the persisting development goal of "yearly gain new height and outstanding achievement".
